Pope Francis, on the occasion of the Jubilee of Mercy, has granted that all the bishops of the world may impart the Papal Blessing with a plenary indulgence on two occasions in addition to the three annually, namely, at the conclusion of the opening celebration of the Holy Year in the local churches on December 13 and, the second, at the end of the Closing Celebration of the Jubilee in the local Churches on November 13, 2016.
